What the counter will ask for
- Photo identification for the person operating
- Your Boating Safety Education ID Card, or your temporary certificate or proof of passing the temporary exam
- A credit card for the security deposit
- The rental company's own safety briefing, which Florida requires them to give you
The first and third are obvious. The second is the one that ruins mornings, because people assume a short rental is exempt and it is not.
Jet skis are not an exception
A personal watercraft is a vessel under Florida law. If you are old enough for the education requirement to apply to you, it applies on a jet ski exactly as it does on a center console. Every rental PWC is well above the 10 horsepower threshold, so there is no version of this where the power rating saves you.
The rule reaches anyone born on or after January 1, 1988. In practice that is most people renting a boat on vacation.
Visiting from another state
If you completed a boater education course at home that meets the NASBLA standard, Florida accepts it, with your photo ID. Bring the card. A card left in a drawer in Ohio is the same as no card at all, both to the rental company and to an officer on the water.
If you have never taken a course anywhere, take Florida’s. It is recognized widely enough that you are unlikely to need another. For a single short trip, the state’s temporary certificate exam is the quicker option, but it is valid only in Florida.
Timing it so it is not a problem
The failure mode is always the same: people find out at the counter. You do not need weeks of notice — your proof prints the moment you pass — but you do need to not be doing it in a parking lot with one bar of signal.
The evening before works. So does the flight down. What does not work is assuming somebody in the group has it covered.
Who in the group needs one
Only the person at the helm. Passengers need nothing. But if you plan to take turns, every person who takes a turn needs their own card, and it is worth deciding that before you leave the dock rather than three miles out when somebody else wants a go.
Not sure whether the rule reaches you at all? The two tests are laid out in do you need a Florida boating license.
Common questions
Do I need a boating license to rent a jet ski in Florida?
If you were born on or after the date set in Florida law, yes. A personal watercraft is a vessel under Florida law and the same rule applies to it as to a boat, regardless of how long you are renting for.
Can I take the course the same day I rent?
Yes. The temporary certificate exam is short, and the full course takes about three to four hours; either gives you printable proof the moment you pass, so it can be done the morning of a rental. Doing it the night before is calmer.
Does the rental company provide the license?
No. A rental company can give you a safety briefing, and Florida requires one, but that briefing is not the education card. The card is yours and you bring it with you.
What if only one person in the group has the card?
Only the person operating the vessel needs it. If you are swapping drivers through the day, everyone who takes the helm needs their own — unless an exemption applies to them.
This article explains Florida boating rules in plain terms. It is not legal advice, and the law is what the statute says rather than what we summarise. The Florida Fish and Wildlife Conservation Commission publishes the current requirements.
